Working days: The working days stated in the ToR are indicative and provided as a guideline. Applicants may propose a different number of days based on their own experiences and estimations.

Scope: The consultant will not conduct on‑the‑ground data collection nor draft the narrative reports. The assignment includes setting up a digital MEAL system, MEAL processes and capacity development, and supporting digital data capture so that data are available where needed.

14.08.2026 - The maximum total budget for the assignment is EUR 30,000, including all fees, taxes and charges.
For contractors established in Germany, any applicable German VAT must be included in this maximum budget. Depending on the applicable legal requirements, the VAT rate may be 19% or, where applicable, 7%.
For contractors established outside Germany, the reverse-charge mechanism may apply. Any VAT payable by the contracting authority under the reverse-charge mechanism is also included in the maximum total budget of EUR 30,000.

Examples:

• 19% VAT / reverse charge: EUR 25,210.08 available for the assignment; EUR 4,789.92 VAT is included in the EUR 30,000 budget and, in the case of reverse charge, would be payable by the contracting authority.
• 7% VAT in Germany: EUR 28,037.38 available for the assignment; EUR 1,962.62 VAT is included in the EUR 30,000 budget.

14.08.2026 - No, there is no specific rate limit. Bidders are requested to propose competitive and cost-effective rates, as the assignment will be awarded through a competitive procurement process.

14.08.2026 - The kick-off workshop, annual review meetings, and the final workshop are planned as in-person events. The Lot 1 consultant is expected to support facilitation and therefore attend all meetings in person. For Lot 2, remote participation may be considered.
